Editing Rocket Flare

Rocket Flares are single-use devices that fire a flare into the air that can be seen from miles around. To represent this, all players on the same map will get a broadcast message giving them the relative direction of the flare, and players with the [[Tracking]] skill will be able to track active Rocket Flares like they track POIs. They are intended for a way for players to call for help in a non-metagaming way if they are engaged in unwanted PVP in-game.
