Rocket Flare

Rocket Flares are single-use devices that fire a flare into the air that can be seen from miles around. To represent this, all players on the same map will get a broadcast message giving them the relative direction of the flare, and players with the Tracking skill will be able to track active Rocket Flares like they track POIs. They are intended for a way for players to call for help in a non-metagaming way if they are engaged in unwanted PVP in-game.
