After a time, a newcomer can register with the city as a Citizen, and organize themselves, or join others, in voting for laws and civic measures that shape the world both temporarily and permanently on the Civic Ballot, and in turn the city responds by growing easier or harder to live in based on how its people choose to shape their society.

Even if a character isn't interested in these macro level decisions, their work still matters, contributing to or drawing from the City Stockpiles through their jobs, or turning in hard earned salvage from the wasteland for Scrip.
