Rocket Flares

Rocket Flares are single-use devices that fire a flare into the air that can be seen from miles around. To represent this, all players on the same map will get a broadcast message giving them the relative direction of the flare, and players with the Tracking skill will be able to track active Rocket Flares like they track POIs.
